WHEREAS Article 1, Section 8, gives Congress the power to "coin Money, (and) regulate the Value thereof . . . " and, "To provide for the Punishment of counterfeiting the Securities and current Coin of the United States", and,

Whereas the Article 1, Section 3, Senate was forbidden under the Powers granted to them by Article 1, Section 10, to "enter into any Treaty, Alliance, or Confederation; grant Letters of Marque and Reprisal; coin Money; emit Bills of Credit; make any Thing but gold and silver Coin a Tender in Payment of Debts; pass any bill of Attainder, ex post facto Law, or Law impairing the Obligation of Contracts, or grant any Title of Nobility."

Whereas the 17th Amendment usurped the obligations of the states to assure to the people the secure blessings of debt free Life, Liberty and Property (their Labor),

RESOLVED that the Congress, State and Commonwealth Legislatures affirms its strong opposition to treason, but also affirms that any efforts to end debt based enslavement not be waged at the expense of the fundamental Laws set forth in the united States Constitution, as ratified December 15, 1791, and presupposed unalienable Liberties of the People.

FURTHER RESOLVED that the Congress, State and Commonwealth Legislatures affirms the rights of all people living within the union in accordance with the Constitution of the Commonwealth of Pennsylvania' Declaration of Rights, Amendments I (one) through X (ten) of the United States Constitution as ratified on December 15, 1791, and the basis of Law as summarized by the Judeo-Christian Ten Commandments, specifically as it relates to people and property, damage and injury; and be it

FURTHER RESOLVED that, to the extent legally possible, no employee or department shall officially assist or voluntarily cooperate with investigations, interrogations, or arrest procedures, public or clandestine, that are in violation of individuals' civil rights or "self-evident" Liberties as specified in the above Declaration of Rights and Amendments to the United States Constitution, December 15, 1791; and be it

FURTHER RESOLVED that the Congress, State and Commonwealth Legislatures calls upon all people, private citizens and organizations, including residents, employers, educators, and business owners to demonstrate similar respect for civil rights and civil liberties, especially, but not limited to conditions of employment and cooperation with investigations; and be it

FURTHER RESOLVED that State and Commonwealth Legislatures appoint 2 Senators from each of their respective Senates in accordance with the United States Constitution, December 15, 1791, Article 1, Section 3, to audit and monitor the Internal Revenue Service and Federal Reserve, and actively work for the repeal of the Seventeenth (17) Amendment, the Federal Reserve Act and those Orders that violate fundamental Rights and Liberties as stated in the Constitution of the Commonwealth of Pennsylvania, the United States Constitution and its Amendments as ratified December 15, 1791; and be it

FURTHER RESOLVED that Congress will assume the function of printing tax free currency and using the profits gleaned from its printing for the operation of government services.
